App, Platform, Cloud API: Which Is Which
- WhatsApp Business app: free, on a phone, answered by hand. Business profile, catalog, quick replies, away messages. See our setup guide.
- WhatsApp Business Platform: the version for software. There is no app; your systems, or a provider's inbox, send and receive the messages.
- Cloud API: the way to use the Platform today. Meta hosts it, so there are no servers to run. When people say "WhatsApp API", this is what they mean.
What Meta Charges For
Since July 2025 Meta charges per delivered template message, not per conversation. A template is a message format approved in advance, used when the business writes first. There are three paid categories:
- Marketing: offers, promotions, announcements, reminders to come back. The most expensive category.
- Utility: order confirmations, delivery updates, appointment reminders tied to something the customer did.
- Authentication: one-time passcodes.
The rate depends on the category and on the country code of the person receiving the message, not on where your business is. A shop in Beirut messaging a customer in Riyadh pays the Saudi rate.
What Is Free
- Replying to customers. When a customer writes to you, a 24-hour customer service window opens. Free-form replies inside it are not charged.
- Utility templates inside that window.
- Chats that start from your ads. When a customer comes from a click-to-WhatsApp ad or a Facebook Page button, messages are free for 72 hours.
- The Cloud API itself. Meta charges no licence fee for access.
For a business that mostly answers incoming questions, the Meta cost is therefore close to zero. It becomes a real line in the budget when you send marketing messages to a list.
The Costs Around It
- A provider or software fee. Most businesses reach the API through a provider or a product that adds an inbox, an AI agent or integrations, and charges for it.
- Setup time. A Meta business portfolio, a phone number for the account, a display name that Meta approves, and message templates that Meta reviews.
- Business verification. Meta asks for company documents before it raises sending limits and before certain template types can be created. Start this early; it is the step that takes longest.
Do You Need the API?
Stay on the free app if one or two people answer by hand, the volume is manageable, and you do not need the chats in another system.
Move to the API when you want an AI agent to answer, several staff need one number with a shared inbox, messages must connect to orders, bookings or a CRM, or you send confirmations and reminders automatically.
Common Mistakes
- Sending marketing to people who never agreed. Customers block and report, and Meta lowers the number's quality rating and its sending limit.
- Budgeting with an old rate card. Meta changes rates; check the current card.
- Moving the number without asking what happens to the app. Ask the provider, before you start, whether you can keep using the Business app on the same number.
Where an AI Agent Fits
Most of what arrives on WhatsApp is the same handful of questions, and answering them falls inside the free service window. That is the work an AI agent does well. AIWAP answers from your own prices, hours and services, in Arabic and English, on your website for $39 a month after a 3-day free trial, with WhatsApp as an optional paid add-on. Frequently Asked Questions
Is the WhatsApp Business API free?
Access to the Cloud API, which Meta hosts, has no licence fee. Meta charges per delivered template message, at a rate that depends on the message category and the country of the person receiving it. Replies to a customer who wrote to you first are free. A provider or software vendor may add its own fee.
What is the difference between the WhatsApp Business app and the API?
The app is a free phone app for answering by hand. The API (the WhatsApp Business Platform) has no app: software sends and receives the messages, which allows AI agents, many staff on one number, and integration with your systems.
Which messages does Meta charge for?
Template messages that the business sends: marketing, utility and authentication. Free-form replies inside the 24-hour window after a customer writes are free, and utility templates sent inside that window are also free.
How much does one WhatsApp message cost in the UAE or Saudi Arabia?
The rate is set by Meta per country and per category, and Meta updates its rate card from time to time. Marketing messages cost the most, authentication and utility messages much less. Check the current rate card on Meta's WhatsApp Business Platform pricing page before budgeting.
Do I need the API to use an AI chatbot on WhatsApp?
Yes. An AI agent cannot run inside the phone app; it connects through the WhatsApp Business Platform.
